France is strategically positioned
as an international location at the
heart of a triangle made up of
three development poles (La
Défense, Marne-la-Vallée and
Roissy), forming part of a continuous urbanisation area.

A vast territory to develop

Plaine de France is an area of continuous urbanisation, stretching from La Plaine-Saint-Denis at the gates of Paris to Roissy.

This territory has all the features of the North-East Paris Ile-de-France region

remarkable development potential, thanks to its dynamic economy, the availability of developable land, good public facilities and excellent infrastructure;
a gap between the local economy and the local social structure, reflected in the gravity of local employment problems;
worsening migration loss, which adversely affects social integration;
the lack of a vibrant residential economy due to the inhabitants' low income and because people spend their money elsewhere;
a poorly structured urban area with an unattractive urban landscape.

These strategic challenges have called for special measures. Under the planning contract signed by the state and the Paris Ile-de-France region for the years 2000-2006, it was designated as a priority development area. A public territorial planning and development corporation (EPA) has been set up to form a stable and sustainable partnership between public sector stakeholders (state, region, counties, municipalities and municipal groupings concerned).

The EPA's lines of action:

joint formulation of urban planning and development strategy;
acting as the main contractor for planning and implementing complex projects;
direct involvement in operational assignments at the express request of local authorities.
